The previous sign is indeed a warning to public sign and needs to be displayed on the outside of the construction site to avoid accidents and the potentially a personal injury claim.
This is a sign to restrict access to a site and to make sure school children are not tempted inside aswell. This would fall under protecting the public aspect of construction site maintenance, but is generally displayed on every construction site.
